Selection Procedure

- Preliminary Entrance Examination (Objective Type): 120 Multiple Choice Questions (1 mark each) of 2 hours duration. Subjects: English & Hindi (40 Qs), Omnibus Accounts (40 Qs), FRSR & HPFR 2009 (40 Qs). Negative marking: 0.25 marks deducted per wrong answer. Candidates qualifying = 10 times the number of vacancies.
- Main Entrance Examination (Written): Three papers, each of 150 marks and 3 hours duration:
- Paper-I: English and Hindi (Precis, letter writing, noting, drafting) – 75 marks each for English and Hindi.
- Paper-II: Omnibus Accounts (Pay Fixation, Pension, TA, LTC, Leave, GPF).
- Paper-III: FR, SR and Himachal Pradesh Financial Rules (HPFR), 2009.
Minimum pass marks: 40% in each paper and 45% in aggregate (5% less for reserved categories).
- Pre-Induction Training at MSHIPA: Selected candidates undergo training for HPF&AS Part-I and Part-II examinations (5 months each part).
- HPF&AS Part-I and Part-II Examinations: Conducted by the Commission after training. Minimum 50% marks required in each paper to pass.
- Final Selection: Strictly in order of merit, subject to reservation rules. Seniority determined on the basis of marks obtained in both Part-I and Part-II examinations in first attempt.
