Selection Procedure

Selection Procedure:
- Selection shall be done through a Bidding Process (facility-wise).
- Shortlisting and consideration shall be undertaken facility-wise, subject to fulfilment of the prescribed eligibility criteria.
- For each facility, the bidder quoting the lowest acceptable monthly remuneration shall be considered as L-1.
- Where two or more eligible candidates quote the same rate, the following criteria shall be applied in descending order: (i) Post Graduate Degree shall be preferred over Diploma; (ii) greater relevant experience; (iii) date of birth; and (iv) other applicable criteria prescribed by the Department of Personnel, Administrative Reforms and Rajbhasha.
- Preference to Persons with Disabilities and candidates belonging to reserved categories shall be considered as per applicable Government provisions, including negotiation at the L-1 rate wherever applicable.
- If the selected L-1 bidder does not join the allotted facility within 30 days, the Department may offer the facility to the next eligible bidder. This process will continue until the post is filled or the number of bidders is exhausted.
- The Department reserves the right to reject any quoted rate that is considered unacceptable and selection shall not confer any right to appointment or continued engagement.

Other Important Information
Nature and Tenure of Engagement:
- The engagement is purely contractual and shall continue only until a regular Specialist Medical Officer is posted against the concerned facility/post.
- An agreement may initially be executed for a period of three years; however, allotment/engagement shall be co-terminus with the financial year and may be renewed, with mutual consent, until regular posting is made.
- The engagement shall not confer any claim for regular appointment, absorption, seniority or other service benefits applicable to regular Government employees.
- The allotted facility shall be non-transferable.
Terms and Conditions:
- The selected SMO shall discharge duties in accordance with the prescribed Terms of Reference (TOR) and instructions issued by the competent authority.
- Where Government accommodation is available, the selected SMO shall reside therein. In the absence of such accommodation, the officer shall ordinarily reside within a radius of 3 km from the District Hospital.
- A selected candidate intending to discontinue the engagement shall give three months’ prior notice or deposit remuneration equivalent to three months in lieu of notice.
- If the services of a selected SMO are found unsatisfactory, the Department may terminate the engagement by giving one month’s prior notice or one month’s remuneration in lieu thereof.
- The SMO shall be paid fixed monthly emoluments as per bid plus incentive against health insurance claims as per Government Sankalp No. 58(21) dated 11/04/2025.
