Part-I: Computer Based Examination (CBE) – 300 Marks
- Paper-I (150 Marks, 3 Hours): General Awareness (flagship programmes, Constitutional provisions, Parliamentary procedures), Reading Comprehension (English/Hindi), Central Secretariat Manual of Office Procedure, Allocation/Transaction of Business Rules, Noting & Drafting. Objective Type Multiple Choice Questions.
- Paper-II (150 Marks, 3 Hours): Service Rules (Leave, Conduct & CCA, Pension, NPS), Financial Rules (TA, LTC), Legislations (RTI Act 2005, POSH Act 2013), Records Management, Precis Writing. Objective Type Multiple Choice Questions.
- Negative marking: 0.25 marks for each wrong answer in both papers.
- Candidates eligible for scribe get 4 hours per paper.
- Examination to be conducted in Delhi-NCR only.
Part-II: Evaluation of Record of Service (APARs) – 100 Marks
- 100 marks for evaluation of Annual Performance Appraisal Reports (APARs).
- Marks from Part-II added to Part-I for final ranking.
