- Recruitment by Selection: The recruitment is made by selection through the Union Public Service Commission (UPSC).
- Shortlisting: In the event of a large number of applications, the Commission will adopt shortlisting criteria to restrict the number of candidates called for interview. Shortlisting may be based on: Desirable Qualifications (DQ), higher educational qualifications than minimum prescribed, higher experience in relevant field, or by holding a Recruitment Test (RT).
- Recruitment Test (RT) / Combined Recruitment Test (CRT): If held, the test will be conducted at designated centres: Ahmedabad, Bhopal, Chennai, Delhi, Dispur (Guwahati), Jaipur, Jammu, Kochi, Kolkata, Lucknow, Mumbai, Nagpur, Port Blair, Ranchi, and Visakhapatnam.
- Interview/Personality Test: Shortlisted candidates will be called for interview. Minimum qualifying marks in interview: UR-50, OBC-45, SC/ST/PH-40 (out of 100).

- Nature of Posts: All posts are permanent. Post 1: General Central Service Group-A Gazetted, Non-Ministerial; Post 2: Group-A Gazetted, Grade-IV of Indian Legal Service (ILS); Post 3: General Central Service Group-B Gazetted, Non-Ministerial; Post 4: Group-A Gazetted, Non-Ministerial.
- Headquarters: Post 1: Kanpur, UP (liable to be posted anywhere in India); Post 2: New Delhi; Post 3: Land & Building Department, Delhi; Post 4: New Delhi Municipal Council (NDMC).
